I'm with Trideep on this. BCCI is the only source for something this huge. The only other prospect would be to force their players to contribute 50% (or more) of their IPL earnings to the board if they want to continue to play in the IPL or for Pakistan. Evil ain't it? :)
There is the fact that Sharad Pawar pushed the World Cup Joint Committee because the Indians were mkiffed by Arjuna Ranatunga. Also, the BCCI stood solidly behind the PCB during the current Champions Trophy imbroglio ( and thus costing Sri Lanka the hosting rights).

But then again,Arjuna Ranatunga and the SL Sports minister do not see eye to eye. Maybe there is something there for the PCB to exploit?

I seem to have missed the plot- but for the life of me I cannot understand why BCCI should fund PCB.

You are most probably right.
I believe, Ranatunga was with ECB to oust Zimbabwe out of ICC and was rewarded with the tour to England.
This could be a part of realignment of the forces.
